    With this issue, Frank Harris for the first time is listed as both editor and publisher. The anonymous pieces have vanished (but will return). FH is still soliciting stock sales in the magazine. Editorial stance toward WWI has changed from previous arguably pro-German, peace at any price position: now “the war must be prosecuted with all our power to a successful conclusion” (p.310).
