According to the A. P. Watt sales records, there were quite a few sales to Norwegian publishers during the 1930s, both short stories and serials.   Unfortunately, most of the Watt entries do not give publication dates or (most of the time) even the magazine title, just the sale date.  For example, "Two Brave Hearts" and "Limehouse" were sold to A. Volkmar: Oslo, in March 1931.   "Isis' Veil" (the Moris Klaw story "The Veil of Isis,"   was sold to Aschehoug in May 1953.  In many cases, the Norwegian, Swedish, and Danish rights were sold together, or at least grouped together in the Watt records.
